Sorry, but I can&#039;t really help you with the safe neighborhood part or affordable part (as Hawai&#039;i is a bit pricey) :&#124; But like Yilderay C said, Mililani is safe, but it&#039;s located in central Oahu -- not exactly all that convenient going to town. Mililani Mauka is really expanding as I pass that area when I go home. (It&#039;s about 10-15 minutes from where I live.) Also, going with Maria R&#039;s answer, try and avoid living in Ewa or Waipahu if you&#039;re not Filipino or local (everyone I know from that area are Filipino in some way). 

If you&#039;re planning to work in Honolulu-area, I suggest the last three choices you have. A cousin of mine had to take me to school (in town) on the first day in 2006. She lives in Kapolei which past Waipahu and Ewa. It was not fun.

Traffic coming from that side (or just anywhere on the island) is crazy especially when UH &amp; private schools start. From that experience, I think traffic coming from the west side is just bleh. Rush hour going home is horrible too -- if you want to avoid the last stretch of H-2 before it splits (and then continue driving), Pearl City-Aiea is definitely a better place.

Sorry if this information isn&#039;t of any help as it only talks about traffic. I&#039;m 15 and live in a house that my grandparents bought in the late 50/early 60&#039;s. Well, good luck finding a place whether it&#039;d be one of your choices listed or a different place!&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;I live in Wahiawa and went to school in town -- commuted by car and bus.</description>

Traffic going into town is horrible in the mornings and same coming out of town later.  
if you are white i wouldnt move to those places, unless you are very respectful.
i lived in aiea and got broken into 9 times.
All of west oahu is pretty much the same ,Pearl city would be the best for a safe appartment.   if youre looking for a &quot;safe&quot; safe place that is actually safe and still in west oahu, i recommend Mililani. its safer than those other places.  not sure if theres many appartments tho..&lt;br&gt;&lt;b&gt;References : &lt;/b&gt;&lt;br&gt;</description>
